Since our beginning in 1991, we’ve been committed to providing more affordable housing. To date, we’ve built more than 13,000 units. More than 3,000 of them have been designed and built for affordable communities (also known as low-income or income-assisted communities).
Our business philosophy doesn’t rely on a high profit margin. It relies on capturing a bigger share of the market. Whether we’re building a luxury, market-rate, or income-assisted community, we work to give renters and buyers more for their money.
Even when acting solely as a GC for market-rate projects, we encourage project owners to pass our construction savings onto renters and buyers.
Giving people more for less is in our DNA. It’s our primary motivation. Understandably, we relish the opportunity to work as a multifamily, affordable housing developer.

There has never been a bigger need for affordable housing developments.
According to the most recent U.S. Census Bureau, 23% of renters are spending at least 50% of their income on housing.
A 2022 survey by the Pew Research Center found that 88 percent of U.S. adults say the availability of affordable housing in their local community is a problem.
The National Low Income Housing Coalition estimates the U.S. has a shortage of 6.8 million affordable rental homes for those whose incomes are at or below the poverty line.
There is a particular need for affordable homes in the fast-growing regions of Northern California (particularly near the San Francisco Bay Area) and Northern Nevada.

Pacific West has designed, built, developed and managed more than 3,000 multifamily units in affordable communities throughout Northern California and Nevada.

Most importantly, we have one of the industry’s most efficient design-build construction processes. This allows us to significantly cut construction and project costs.
By keeping construction costs down, we’re able to include many of the same features, layout flexibility, and outdoor amenities found in much higher-priced, market-rate communities. Our costs savings often enable us to exceed mandated material grade levels.
Our goal with every affordable housing project is to make it indistinguishable from any other project. Outdoor amenities usually rival those of our market-rate projects. Typically, they include amenities such as dog parks, tot lots (when applicable), outdoor cook centers, fire pits, a resort-style pool, garages, lush landscaping, and walking trails.
Each project also includes a full-service Community Center with resident services and features specific to the target market.
It starts with innovative design and engineering.
Because we want our affordable housing projects to look and feel the same as our market-rate projects, we use the same award-winning architects and engineers, the same sub structures, the same assemblies, the same workers, the same concern for quality.
Starting with our foundational designs, the architects and engineers at the 1085 Group modify plans to meet the demands of each specific affordable project (while retaining the same level of privacy, convenience and many of the same lifestyle features as market-rate projects).
They then draw up plans that take full advantage of our off-site manufacturing and modular construction process.
An inclusive, collaborative approach ensures quality.
We make sure all project partners, associates and resources are moving toward the same goal by involving them from Day One. That includes everyone who will be involved in development, construction, finance and property management.
